Starting November 1, foreigners with a negative covid test less than 72 hours old may enter Israel — if their final vaccine dose was administered less than six months ago. Unvaccinated children, however, remain subject to quarantine rules, complicating family travel from abroad. After a record 4.6 million people visited in 2019, generating 1.5 percent of Israel’s GDP, a total lockdown last year caused financial hardship on the many businesses that run on tourism money especially near Israel’s famous ancient sites. After a recent surge in Delta-variant cases, the wide administration of a third booster vaccine has put the infection rate under control, allowing the government to announce what it calls a “partial reopening.”
